Sustainable Development of Communities

The Local Waste Management Plan (LWMP) is a strategic document developed by local self-government bodies and/or developers to fulfill point 1 of part 2 of Article 26 of the Law of Ukraine “On Waste Management.”

The main goal of the LWMP is to minimize the negative impact of waste on the environment and ensure sustainable development by optimizing waste collection, processing, utilization, and disposal.

The document is developed by a working group or external experts within one year from the effective date of the Regional Waste Management Plan.

The LWMP is developed for a period of 10 years and is subject to review at least every four years from the effective date.

The LWMP is updated within six months from the date of changes to the regional waste management plan.

The developed draft LWMP is approved by the regional state administration.

The document is mandatory for development for all territorial communities.

The main components of the LWMP include:

1. Situation analysis: Assessment of waste volumes, composition, sources of generation, and existing waste collection and processing systems.
2. Strategy determination: Development of strategies and goals for waste management based on the situation analysis and taking into account local needs and opportunities.
3. Organizational structure: Determination of responsible authorities and departments responsible for implementing the waste management strategy.
4. Waste collection and sorting: Development of a waste collection and sorting system considering their types and possibilities of further use or processing.
5. Processing and recycling: Creation of mechanisms and infrastructure for waste processing and their reuse or secondary utilization.
6. Information and education work: Implementation of information and educational activities among the community on waste disposal rules and the principles of sustainable consumption.
7. Financial planning: Development of financial strategies and financing mechanisms to ensure the effectiveness of waste management.
8. Monitoring and evaluation: Implementation of a monitoring and evaluation system for the results of LWMP implementation to timely identify problems and adjust strategies.

The LWMP should be developed taking into account local specifics and needs and involve wide participation of stakeholders, including local self-government bodies, public organizations, businesses, and community residents.

These thematic directions can be expanded or combined to conduct a variety of seminars and trainings that will meet the specific needs of the territorial community and contribute to its sustainable development.
