STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA)

Strategic Environmental Assessment (SEA) is a tool designed to assess the potential impacts of strategies, plans, programs, or policies on the environment and natural resources before their approval or implementation. The procedure of SEA in Ukraine involves the following stages:

  1. Determination of the need for assessment: It is determined whether SEA is necessary for a specific strategy, plan, program, or policy planned for adoption or implementation.
  2. Preparation of initial materials: Necessary information and materials are collected, which will serve as the basis for the assessment. This may include project description, alternative options, basic environmental data, etc.
  3. Public consultation: Consultations are conducted with stakeholders, the public, and experts to gather opinions and proposals regarding the conduct of SEA.
  4. Impact assessment: Potential impacts of the strategy on the environment, natural resources, society, cultural heritage, and other aspects are analyzed.
  5. Development of alternative options: Based on the assessment results, alternative options for strategies or programs are developed, which can provide the maximum positive impact on the environment.
  6. Assessment of the selected option: Each of the alternative options is evaluated taking into account their impacts on the environment and socio-economic aspects.
  7. Public discussion: Evaluated options are included in a report, which is published for general discussion and gathering feedback from the public and other stakeholders.
  8. Decision-making: Based on the assessment results and feedback, a decision is made regarding the approval or improvement of the strategy, plan, program, or policy.
  9. Monitoring and reporting: After the decision is made, monitoring of the strategy’s implementation is carried out to determine its impact and effectiveness. Monitoring results are presented in a report and used for further improvement of strategies and plans.

The Environmental Impact Assessment (EIA) is a document in the form of a report that is part of the project documentation as a separate section.

The purpose of the EIA is to assess the feasibility and acceptability of the planned activity and to justify economic, technical, organizational, sanitary, legal, and other measures to ensure the safety of the environment.

The development of EIA materials is entrusted to authorized organizations, the specialists of which have the relevant qualification certificates for carrying out the section on environmental impact assessment. First of all, the customer has the right to independently choose the performer of the environmental impact assessment and to coordinate with them all aspects of the impact on the environment from the planned activity.

The EIA section includes the following subsections:

  1. Grounds for conducting the EIA;
  2. Physico-geographical features of the area and site (route) of construction of the project object;
  3. General characteristics of the project object;
  4. Assessment of the impacts of the planned activity on the natural environment;
  5. Assessment of the impacts of the planned activity on the social environment;
  6. Assessment of the impacts of the planned activity on the technogenic environment;
  7. Comprehensive measures to ensure the regulatory state of the environment and its safety;
  8. Assessment of impacts on the environment during construction;
  9. Statement of the environmental consequences of the activity.

Any activity or its derivatives may have a negative impact on the environment, so it is important to identify and prevent this at the design stage to avoid significant financial losses for the enterprise in the event of an emergency environmental situation during operation.

  5. Monitoring the implementation of decisions made and measures to minimize the negative impact on the environment.

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT (ESIA)

Environmental and Social Impact Assessment (ESIA) is a process aimed at identifying the potential impacts of a project or activity on the natural environment, resources, biodiversity, human health, socio-economic conditions, and cultural heritage. The ESIA process involves several key steps:

  1. Scoping: Identifying the environmental and social issues that should be considered during the assessment process, as well as defining the boundaries and scope of the assessment.
  2. Baseline Data Collection: Gathering information about the existing environmental and social conditions in the project area, including air and water quality, biodiversity, land use, demographics, and cultural resources.
  3. Impact Prediction and Assessment: Analyzing the potential environmental and social impacts of the project based on the collected baseline data and considering various scenarios.
  4. Mitigation and Management Measures: Developing strategies and measures to avoid, minimize, or mitigate adverse impacts on the environment and affected communities, as well as enhancing positive impacts.
  5. Stakeholder Engagement: Involving stakeholders, including local communities, government agencies, non-governmental organizations (NGOs), and other interested parties, throughout the ESIA process to gather input, address concerns, and promote transparency and participation.
  6. Reporting: Documenting the findings of the assessment, including the identified impacts, proposed mitigation measures, and the results of stakeholder consultations, in a comprehensive report.
  7. Decision-making: Providing decision-makers with the necessary information and recommendations to make informed decisions about whether to approve, modify, or reject the project based on its potential environmental and social impacts.

ESIA is a critical tool for promoting sustainable development, ensuring the responsible use of natural resources, and safeguarding the well-being of both the environment and affected communities. It helps to integrate environmental and social considerations into project planning and decision-making processes, thereby reducing risks and enhancing the overall sustainability of development initiatives.

ESIA is conducted at the early stages of project planning and implementation. This typically occurs prior to the commencement of construction or project launch, when potential impacts on the environment and society can still be considered, and measures can be taken to minimize or avoid them. ESIA may also be conducted when changes are proposed to existing projects or activities, if these changes could lead to new or altered impacts on the environment and society.
